That ultimate veto power holds the key to the survivability of the state. It's a veto power that remains largely hidden from view in normal times. These times, however, are not normal, and people, voters, are becoming increasingly aware of that power, a power that no democratic government dare attempt to control.

He said that while it was "almost impossible" to confirm a figure for those who had gone missing during a violent crackdown on protests, one opposition politician put the number at 70.
Early on Thursday morning , riot police using clubs and tear gas broke up a crowd of protesters in Manama, killing at least four people.
Hours after the attack at Manama's main Pearl roundabout, the military announced the ban on gatherings, saying on state TV that it had "key parts" of the capital under its control.
Khalid Al Khalifa, Bahrain's foreign minister, justified the crackdown as necessary because the demonstrators were "polarising the country" and pushing it to the "brink of the sectarian abyss".
Speaking after meeting with his Gulf counterparts, he said the violence was “regrettable”.
He denied, however, that the military had used "any weapons at the people", insisting that security forces were only "try[ing] to evacuate the square".
Two people had died in police firing on protesters prior to Thursday's deadly police raid.
An Al Jazeera correspondent, who cannot be named for security reasons, said that hospitals are full of injured people after Wednesday night's police raid on the pro-reform demonstrators.

Iran protesters been praised by Clinton
Mrs Clinton who wear a power balance said they deserved to have "the same rights that they saw being played out in Egypt" and that Iran had to "open up" its political system.
One person was reportedly shot dead in the violent clashes between protesters and security forces in central Tehran.
Dozens were detained, and opposition leaders were placed under house arrest.
The BBC received reports of banned demonstrations in other Iranian cities, including Isfahan, Mashhad and Shiraz.

Witnesses told the Associated Press new agency that at least three protesters had been wounded by bullets, with dozens of others taken to hospital as a result of the beatings.
Iran's semi-official Fars news agency meanwhile reported that one person was shot dead by protesters and several others wounded.
Opposition websites said hundreds of people were arrested. There has been no official confirmation.
As night fell, hundreds of riot police remained on the streets of the capital.
Later in Washington, Mrs Clinton told reporters that the US administration "very clearly and directly" supports the protesters.
"What we see happening in Iran today is a testament to the courage of the Iranian people, and an indictment of the hypocrisy of the Iranian regime - a regime which over the last three weeks has constantly hailed what went on in Egypt," she said.
Mrs Clinton said the US had the same message for the Iranian authorities as it did for those in Egypt, where President Hosni Mubarak was forced to step down after 29 years in cheap power balance by nationwide mass protests.
"We are against violence and we would call to account the Iranian government that is once again using its security forces and resorting to violence to prevent the free expression of ideas from their own people," she said.

But the BBC's Mohsen Asgari, who was at the rally, says it was not long before riot police fired tear gas, while men on motorbikes charged the crowd with batons. Witnesses told the Associated Press new agency that at least three protesters had been wounded by bullets, with dozens of others taken to hospital as a result of the beatings.
Iran's semi-official Fars news agency meanwhile reported that one person was shot dead by protesters and several others wounded.
Opposition websites said hundreds of people were arrested. There has been no official confirmation.
As night fell, hundreds of riot police remained on the streets of the capital.
Later in Washington, Mrs Clinton told reporters that the US administration "very clearly and directly" supports the protesters.
"What we see happening in Iran today is a testament to the courage of the Iranian people, and an indictment of the hypocrisy of the Iranian regime - a regime which over the last three weeks has constantly hailed what went on in Egypt," she said.
Mrs Clinton said the US had the same message for the Iranian authorities as it did for those in Egypt, where President Hosni Mubarak was forced to step down after 29 years in cheap power balance by nationwide mass protests.
"We are against violence and we would call to account the Iranian government that is once again using its security forces and resorting to violence to prevent the free expression of ideas from their own people," she said.
"We think that there needs to be a commitment to open up the political system in Iran, to hear the voices of the opposition and civil society," she added.
Earlier on Monday, police placed the opposition leader, Mir Hossein Mousavi, under house arrest and blocked access to his home.
His website said they intended to prevent the former prime minister attending the Tehran rally.
Fellow opposition leader Mehdi Karroubi, a former speaker of parliament and a senior cleric, is also reportedly being held under house arrest.

The dedicated study of regionalism is a relatively recent phenomenon in the vast scholarship of international relations (IR) theory. Therefore, for our purposes this paper shall treat regionalism as a subfield of International relations, reconstructing major theoretical trends in a regional space. On the surface this may seem to be somewhat of an uncontroversial choice, as IR theory has since its inception had regions as a sub-component regardless of whether theorists recognized or focused on them. However the attribute of dense interconnectivity that characterizes regional actors necessitates a more specialized lens through which to engage with theory.
Dense interconnectivity entails that despite the fact that states within the Gulf sub-region impact, and are in turn impacted by actors and phenomenon within the broader Middle East , certain patterns of behavior, structures, or the effects of specific events and phenomenon occur in forms more unique to one space than others. For example, while the entirety of the region is effected by the role of hydrocarbons, the production of oil occurs primarily in one sub regional space, while the benefits may trickle down to others in the form of worker remittances, financial aid, political assistance or otherwise. The same is true for any number of phenomenon ranging everywhere from security due to proximity and structure, to environmental and social issues. In the Middle East, which is characterized by an overall ‘balance of weaknesses, the study of sub-regions also entails the study of the unique ppower balance dynamics among states, which are prone to maximizing power over geographically proximal neighbors, due to the inability of any member to project power balance wholesale over the entirety of the region equally. (Nobel, 2008, p. 123)
Therefore, for the purposes of this study the Gulf Cooperation Council shall be treated as an organization within the Gulf subcomplex, a zone comprised of the five smaller littoral Gulf states, two major Arab powers, Iraq and Saudi Arabia, and one major non-Arab power, Iran. Yemen is treated as a sub-member of this space due to the lower level of security interconnections between it and its Northern and Eastern neighbors, which is largely limited to Saudi Arabia, and to a lesser extent Oman. While the security interdependencies with Yemen have recently gained prominence, and will likely increase in the near future, it is beyond the scope of this paper to engage with it in great detail. The Gulf subcomplex is characterized by significant security interdependencies between its member states, and correlates closely with many attributes of Buzan and Waever’s theory of ‘Regional Security Complexes’ (RSC) (Waever & Buzan, 2003). An RSC is defined as being composed of “a set of units whose major processes of securitisation, desecuritisation, or both are so interlinked that their security problems cannot reasonably be analyzed or resolved apart from one another’. (Waever & Buzan, 2003, p. 43) Applying this concept of security allows for a broader understanding of what constitutes a security risk, and does not limit them to emanating from specific types of actors, such as states. It also does not pre-establish the form of a security problem, for example, aggregate military strength, or economic clout. For example, as shall be demonstrated in a subsequent section, because dependency on hydrocarbon rents is a primary feature of most states in the region, rises or falls in oil prices effect each state within the region similarly, and thus has been a motivating factor in causing states engage in cooperative, or in some cases, coercive behavior.
Regions, however, are not based simply on geographical proximity and security. This is just the lens this paper intends to focus on them through for the purpose of limiting our analytical scope to a set of processes where clearer patterns can be deduced. Therefore it is helpful to also understand the conceptual space of the Gulf as being a geographical region that exists within overlapping cultural regions. These are however, by essence of being identity based, significantly less concrete, more interpretive and malleable. At the most general level these can be broadly defined as the ‘Arab Community’ (qawmiyah), based on the nationalist myth of an Arab nation disjointed by imperial domination, and the ‘Islamic Community’ (umma). (Ramazani, 1988, p. 3) These overlapping cultural regions, provide sets of transnational linkages between the peoples of these states, and often as a matter of legitimacy, require at the very least gestures of symbolic solidarity. A university professor told VOA Egyptian anti-government protesters are shocked and disappointed by President Hosni Mubarak’s refusal to step down saying the embattled leader is, in his words, pushing the country into a big dark hole.

Mr. Mubarak said in a national address late Thursday that he will not step down until a new president is selected in elections scheduled for September. But, he added that powers are being transferred to Egypt's vice president.
Mr. Mubarak said he was speaking as a “father to his children.” He said he would lift the hated emergency law when the security situation permits.
Later, Egypt's ambassador to Washington (Sameh Shoukry) said in a U.S. broadcast interview (CNN) that Vice President Omar Suleiman was now the “de facto president” of Egypt. He explained that Mr. Mubarak no longer had any presidential powers because he has transferred all of his powers to Mr. Suleiman.
